About European Stamp

Prior to the 1830s, European postal services were by and large local affairs. Post offices charged senders by ''distance to be traveled.'' Recipients were often forced to pay any price difference. The byzantine European postal system of the early 1800s annoyed millions of citizens. A clamor arose throughout the continent for a more universal, regulated system of postal delivery. That clamor was heard loudest in the nation of Great Britain. Soon, British Parliament, upon the recommendation of several forward thinking postal executives, including a man named James Chalmers, advanced the idea of a ''universal penny stamp.'' For only one penny, British citizens could send parcel posts anywhere in the country. By doing away with its stratified postal stamp service, the British government changed postal history. These sweeping reforms led to new stamp systems across Europe. The success of the British Penny Black stamp became legendary. European nations renovated their own stamp delivery systems to mirror the British model. The revolution translated all the way to Australia. New South Wales issued its very first stamp in 1850. From the beginning of the universal stamp system, international stamp traders (or philatelists, as they became known), sought error stamps, rarities, and unusual issuances. Some European nations borrowed from the United States and began issuing ''newspaper stamps.'' These were large, costly stamps designed to send bulk packages, like newspapers. By the 1870s, the European system of parcel post desperately needed regulation. The Universal Postal Union formed to organize and codify precisely how nations could sell and protect each European stamp.
